The Vigilance & Anti-Corruption Bureau, functioning as a separate Department since 1964, is the main Agency of the State to deal with Cases involving corruption.Vigilance & Anti-Corruption Bureau is the main Government Organization to fight corruption among public servants.The Kerala Government vide G.O. MS No.525/64/Home dated21..12..1964 ordered the formation of a separate Department replacing X-Branch of Police unit as Vigilance Division under the administrative control of a Director.It was renamed as Vigilance Department vide Government letter No.5520/A1/75/Vig. dated 27..08..1975.Again vide G.O.(P) No.15/97/Vig. dated26..03..1997 its nomenclature was changed to Vigilance & Anti-Corruption Bureau.The Vigilance & Anti-Corruption Bureau recommends departmental disciplinary action against officers where the evidence collected during enquiry/investigations is not sufficient either to order a Tribunal Enquiry or to launch a successful prosecution.

Vigilance Department Organization:

The Vigilance & Anti-Corruption Bureau is headed by the Director who is of the rank of Director General of Police.The Director is to be assisted by four Officers of the rank of Additional Director General of Police to Deputy Inspector General of Police.In addition to the above, a Superintendent of Police is also posted in the Directorate, for assisting the Director in administrative matters. He is also the head of the intelligence unit in the Headquarter.The Ministerial Staff are appointed through Kerala Public Service Commission.The Legal Wing is headed by the Legal Adviser and he is assisted by 6 Additional Legal Advisers at Thiruvananthapuram, Kottayam, Thrissur and Kozhikode.An Intelligence wing under SP (Int.) is functioning at Directorate.He is assisted by an Inspector of Police and 5 Police men.A Technical Wing is also functioning in VACB Directorate consisting of one Executive Engineer (Civil) and one Asst. Executive Engineer (Civil), One Executive Engineer (Mechanical) and an Accounts Officer from the office of the Accountant General of Kerala. A Computer Wing consisting of highly qualified Police personnel working in this department looks after the data management and other IT needs of the Bureau.

Notable Function of Vigilance Department

The Bureau conducts Investigation/Enquiries into the following types of allegations involving Government Servants and Public Servants including those working in the Public sector undertakings of the State Government.

  • Criminal misconduct of Public Servants as defined in PC Act 1988.
  • Dishonest or improper conduct or abuse of power by Public Servants.
  • Gross dereliction of duty or negligence.
  • Misappropriation of public funds involving more than Rs. 50,000/-
  • Assessment of wealth disproportionate to the known sources of income.
  • Misuse of Public money or property.
  • All establishment papers relating to Vigilance and Anti Corruption Bureau.
  • Establishment papers relating to Enquiry Commissioner & Special Judges.
  • Miscellaneous papers of Departments

    To The Respected PWD vigilance department,

    Kindly note this is about a low grade PWD contractor manoharan nair staying In TC: 9/1263; Chithira, C.P. gopalapaniker lane, Sasthamangalam. Trivandrum, 695010;

    He is getting road tarring tenders//quotations within the city limit by bribing mainly PWD officers in PMG junction, backside of Mascot hotel, Trivandrum; which is deteriorating new poor contractors want to do road contracting in good faith and having country patriotism.

    This person manoharan nair is purposefully cheating the KERALA Government by giving bribe to PWD office staff in PMG office to fulfill his family needs;;which is against the law//judiciary.
    Hence strict action to be taken against him, making illegal benefit from State& our great nation INDIA;AND many new contractors are screwed up.

    Hence humbly hereby request to have a strong enquiry and do the needful’ if it’s convinced from your side/
